I've post the CollectionLibrarySetup.exe installer on the internet for you but first a heads-up.

Norton virus warning:
This utility is over six years old and is not a common piece of software. As a result, my norton antivirus tries to flag it as a potential danger since it is not a very commonly used application. When prompted for by Norton, I had to tell it to "trust" it. (see photo #1) below.

Windows 10 warning:
Next, Windows 10 complained as well... It too thought the file was suspicious and gave me an alert. I had to jump thru a couple hoops for Windows 10. Please look at photo #2 where I had to press the "more" link on the Windows 10 dialog and then Photo #3 where I had to say "run anyways".
