Cordova had a deal whereby people arriving by bus could get some free-play chips, valued at either $5 or $10. Think they were blue in color. I asked to buy one but was refused. Those may be the same chips you spotted. Next time I'll get in the end of the incoming line of bus riders and pretend to be Asian (it's an Asian bus deal out of Oakland perhaps). Maybe I'll get a chip, maybe just an eggroll.
