Here is my take

1. I agree that this is not a slabbed chip
2. You still bring up a valid question, which should be addressed. The reason for not buying slabbed chips is that we do not want chip slabbing to become part of the hobby. Refraining from buying them means the slabber does not profit from the sale and are thus not encouraged to do it again. If you buy a slabbed chip, for any purpose, the seller makes the profit and is encouraged to do it again. They don't know or care that you intend to buy it to set it free. Thus, you are giving incentive to slab more chips, even if you only want to remove the chip from the slab. So, if you don't like slabbing, I wouldn't suggest buying the chip for any purpose.
