I didn't try to check on shipping from Canada to USA but here's what it costs to ship a 3 ounce bubble envelope from Oregon to Canada.

I'm not sure if you get tracking for the $9 rate though. ebay has been making a lot of changes in the last few weeks regarding shipping options. I see the N. America rate is different from other foreign shipping. I also see you can now use UPS or FEDEX to ship with (but likely at a higher cost unless you are a high-volume seller).

You may want to use the Shipping Calculator with the origin in Canada to see what the International options and costs are. One consideration of saying you will ship anywhere is Russia: I believe you either can't ship there at all, or the risk is pretty high. Our politicians have placed a lot of sanctions on dealing with Russia, mostly out of spite it seems.

I did an exception shipment from an ebay sale to a buyer in France recently. The cost was about $15 for one chip. Tracking seemed to stop at the US east coast (Jamaica NY). I don't know whether the package has arrived yet but the last entry in tracking was about a week ago.
