The reality is that it is impossible to send cheaply to a foreign country. A 3-ounce package from the USA to Canada (with or without tracking) is $9.50 USD.

This is why eBay requires us to put a shipping rate in our listings. Sellers didn't include a cost, and buyers ended up being surprised when they got the final bill.
