Uploading files by the File Upload button vs the Browse button are two completely different things and the files are stored in different ways.
File Upload files have a limit of 156kb still (that's a limit of the software).
The Browse button does not work on ancient browsers (of which I suspect we still have a few users) so that's why the old method was left available.
