The few mailers that I have sent out were parcels, but a few days before I mailed yours I was in the PO mailing out a 000 and the clerk did the bend test on the mailer and charged me first class with the statement that "if it bends, its 1st class and not a parcel. I'm willing to bet after I had the discussion with the clerk, the moment I left, they marked Postage due on it! Monday, I'll be going to the PO and speak to whomever is in charge.
