ARC = Association of Retarded Citizens

This organization was located in Bismarck, North Dakota (Now Closed) and a new organization (by the same name now operates out of Grand Forks, North Dakota.

The Dice / Card mold 50c chip is from the former and the H&C chip is probably from the later, but currently unknown.
