It does seem that the USPS has a lot of different views on cost. In the past 6 months I have received chips that cost between $2.70 and over $10 (for a couple of chips). What does seem to happen is that once a chip gets into the system then the postage is almost irrelevant
That said, I will pay the higher postage for chips that I really need
