it becomes a matter of complications. The Customs Form now being used is large and cumbersome, bigger than a mailer. It requires standing in-line at post office. Having to detail the exception to the price offered ("Non-US buyers pay difference of actual cost") each and evrytime I offer something For Sale becomes an issue.
When I offer something that has a "includes shipping" qualifier, I am accounting for the shipping cost and the cost of shipping material. To describe how I can add the cost of the shipping material to an unknown shipping cost, becomes very cumbersome.
However, even though I indicate "ships only to a US address" I still will entertain foreign shipping.
