They are designed for use on gambling tables, not to be stored in a collector's album. There's no reason for the engineers to design them not to bleed the colors in the dyes.

Storage conditions may accelerate this characteristic of the chips (like heat, pressure, etc) but all will exude the dye in their base material. We see it in the holders because they are transparent and flexible and the dye is easier to see. It comes off on everything though, not just on pvc plastic that has a plasticizer added to make it more flexible.
