However, VP still pays better than slot machines

I understand that in Nevada, slot machines must be set to pay off at least 75%! Compare that to the worst Video Poker which is still likely to be in the 80% range. True, you do have to think (a little bit) when you play VP while with slots every play is the same and you contribute nothing to the game in the way of strategy.
