Yes, I just went to this PayPal site where you can print PayPal postage labels even if you were not in an eBay transaction, and even if you were NOT paid anything via PayPal. For example, you could simply send someone a present. Just go here to print and pay for the label:

Anyway, I just went to that site, and a 2 ounce package postal label cost me only $2.54 (and free tracking):

I know that postal clerks take $2.54 for such mailings. And I know that the automated postal centers (APC) at the post offices (open 24 hours; the kiosks) charge only $2.54 (and give free tracking).

Retail is what you pay the postal clerk (and maybe the APC too).
Commercial -- is individual printing postage label onlione from time to time, any quantity (like w/ PayPal, Stamps.com).
Commercial Plus -- for big-time mailers who have high mail volume
