Many casinos in Cuba were run without the proper paperwork. That is also one of the reasons why one would use initials only as opposed to a full name that would clearly incriminate the organization. Anyhow I'm just speculating at this point ... a never ending conversation.

Cuban ingenuity know no boundaries. I heard an amazing story about a man from a small town in Cuba that manufactured a whole series of casino chips (in the name of that small town) and started selling them. By now that casino is listed and referenced by multiple sources and those chips are trading on the international market as any other real chip. So, this man created a casino out of thin air. It is funny.
