Yes, I agree it's a nice looking set.

The different colored inserts correspond to the live $5 rack chips at each location, since these are cash-value chips.
The logo designs, including the design of the $5 probably also correspond to existing styles at each location, though I haven't checked.
In addition, notice the placement of the H&C logo on the various chips -- I also assume this reflects past practice or regulation in the various jurisdictions.

The set reminds me of the 10-piece "Fremont St. Experience" set issued by 10 different casinos downtown LV, using existing colors & logos for each casino represented.
