There is a percentage of the Honest Policy! Not only that, sometimes the USPS doesn't scan the delivery....I had eBay charge me back $87 when the guy said never received even though the tracking said out for delivery. eBay states "sellers" are responsible for ultimate delivery. Not worth going to small claims court over but they would lose.
