At least the chip you show was made by machine. I think the Ivory was made on the back porch with an electric hand engraver. During the time period in which the supposed reorder would have been made, clay was the material of choice.
Take a look at the fake and the real below. The fake would have been rejected. The craftsmanship was substandard. Lastly I think I know who made the chip. Looks like an early example from our friend in Georgia who has made hundreds of fake ivories.
