EBay users still get commercial based discounts - but the discount does not kick in until your package weighs at least 4 ounces. Click-n-Ship through the post office website gets no discounts.

If you use eBay or PayPal, you pay a 6 cents surcharge for 1-3 ounces; there is no explanation why. You get a discount for larger packages.

1-8 ounces will be $2.60 if you use eBay or PayPal; the discount takes you down to that price.

First class packages now cover up to 16 ounces. In the past, it only covered 13 ounces, and you paid Priority Mail prices for heavier packages.

International rates have also gone up. There is no 3-ounce minimum for those, though.
