in Cuba at some point very early century.
The only problem is that the only chip of the type that was "found in Cuba", in very few numbers was the one you show below that I also show here.
Most "Cuban" expert felt that the number was too small to have been used in any particular club. In addition, there were several MOP's which appear to come from the same"CC" club, see below. But again, I only know of 4 found and all were in the USA with a history that they came from Cuba.
The biggest problem is that those metal chips were not "noticed" or believed to come from Cuba untill after the Cuban CC, the Colony Club chips (*also see below with the 1 in smallkey) started to appear in the "Island of Youth" where the Hotel & Casino, early 50's, Lansky's et al owners was located. Then, out of the blue, american sellers started to find that particular chip and selling it as if it was from the same place as the Cuban CC, which at first were thought to come from the Copacabana, forget that the Copacabana is only one word.
So, the metal chip below and the MOP were the only two chips that in very small numbers showed up in Cuba as CC. But, with Cuban chips prices through the roof, american sellers found plenty of these chips outside of Cuba to sell as Cuban, although neither the sellers nor the chips ever travelled there.
