Rich: an attribution for the WC chip might be the Windsor Cafe in Peoria. Newspaper articles indicate the Windsor was a big gambling house owned by Clyde Garrison and Robert McClugage and the object of gangster violence. In October 1930, Garrison’s wife was gunned down and he was wounded in an attempted kidnapping. In December 1931 the Windsor and two other places were bombed. Maybe some Illinois collectors can fill in the rest of the story.
