Two 18-hole golf courses were built on the order of St. Andrews Golf Club in Scotland. Those two courses were under one Golf Club (GC) and on one of the chips had the initials WC (West Chicago). I think it was the entrance drive to the Golf Club Main Club House. The courses were started in 1926, and really got going two years later just before the Great Depression. If you look at West Chicago Golf Course (replica of St. Andrews) with the google map feature, you can see how massive the tract of land was privatized by the industrialists of the day, and see the outline of the two courses. So, I maintain the image on the chip is the private gate entrance for car traffic into the golf course property. The time element and location are correct.
