Probably a coincidence but USPC made crest and seals for over 35 years. These are the only two inlays with this similar type design. Both ordered relatively close together. Both possibly for Illinois. Both with just two initials.

Who would design an inlay just showing the front entrance, not the building.

I'd give it a 33% chance of a connections between the two chips.
