Whether the chip ends up with a smooth or textured inlay is a product of the center of the mold. All inlays go into the press smooth. Some molds have a textured center, some are smooth.
Here is an example of a smooth mold. Notice the thin area between the inlay and the outer part of the chip. It is also smooth. The inlay is completely flat and shiny.
On your chip, that thin area is textured. That means the chip started off as textured and has worn down. 100% impossible for there to be a textured ring and a smooth inlay.
The chip exists with a smooth inlay, I am not disputing that, just saying that your example is not it.
