Theoretically (this is the way it should also work in the stamp and coin hobbies) the seller should charge/collect/remit sales tax on the difference between the face value and the selling price. Now of course the chip market will be more complex as that could only realistically apply to live chips, whereas stamps and coins in almost all jurisdictions will always have a real face value, however small.
