Oh, sure, J Street in Tulare is the old Route 99, before the current 99 Freeway was built in a loop to the east around downtown. Think J Street's still known as Business Route 99. Lots of gas stations along that route so a U-Save Gas (whatever brand it might have sold) and neighboring Cafe made perfect business sense. I've driven along J a number of times; the railroad runs to the west of it and the station is there, although I don't know if Amtrak trains still stop in Tulare.
Looks like Schmitz or whoever owned the properties may have leased or rented both places - maybe for a year term. Various managers might have given it a try? Or the property was sold repeatedly? I don't know if City Directories listed Owners, or Managers, for businesses, maybe just whoever reported running a business.
