Many social clubs in Cuba, NY, RI and Chicago were called casinos and did not have any gambling.

Just had friends returning from Cuba on an orchid expidition who checked out a few "casinos" which were nothing than dance instruction halls... Even some Asian storefronts with "casino" sign in window had nothing to do with gambling.
