Counterstrikes

In coinage, these would be counterstrikes - an action where one authority (say, the United States) approves the coinage of another location (say, Spain) as authorized for use in its borders. Here, i suspect Michael is right: the counterstrike would show that tokens from an old owner was approved for use under the current owner. Of course, I also suspect the slot machine would not know this, so there may be a different explanation.
