From my experience, it's $2.54 at the parcel rate for 1 to 3 ounces (but $2.04 if you purchase the shipping label online, through PayPal or eBay, for example). Some post offices automatically consider a bubble mailer to be a parcel, and some consider it a large letter. There is still no consistency.
