This line probably sealed it earlier anyway "Clearly, he would have no relatives in the late 1930s with the last name of Custer, since that was not even his real last name."
I had found the other Custer elsewhere, and found the name change thing elsewhere before you had posted it, but wasn't thinking right and dismissed it as not relevant.
