The reason was exactly what you said....to be out of the jurisdiction of the City of Las Vegas. When Thomas Hull built the El Rancho Vegas just before WWII he realized that the future of Vegas was car travel. This is the situation today. The city line is Sahara Blvd. What most people think of Las Vegas is outside of Las Vegas.
