It would be a mistake to think that an executive order opening embassies means the legislation that mandates an embargo has been lifted. Normalization of relations is a goal of the current administration, not an accomplished fact.
Lawyers advising eBay and PayPal will continue to urge caution at those companies, and they would rather lose the $2 commission times several thousand transactions than risk paying tens or hundreds of dollars in fines. Remember that the same types of lawyers have told banks in Washington and Colorado not to accept deposits from legalized (by state law) marijuana growers or sellers. Businesses in those states literally have to warehouse cash because banks won't take it. Federal banking regulations do not recognize marijuana businesses as lawful, just as U.S. Customs does not recognize President Obama's move to open embassies as an order to allow wide-open trade.
The law moves very slowly, and normalizing relations (like normalizing pot use) has consequences that the speechmakers never imagine.
