Have been to a lot of casinos on my visits to Nevada. Most cage personnel now decline to sell. A few still do - if there's a big enforcement issue involved, I don't want to give up that information and maybe get some place in trouble. Correct about no-cage-sales at Palms! Table dealers will still accommodate a collector (usually with permission of the Pit Boss, and believe me, he or she will spot you in a second). A few places such as Four Queens and Binions are even harder - not even any dealer sales allowed at Queens! If you are willing to play a quick hand of cards, that is sometimes the sure way to get some chips.
My suggestion, be courteous and friendly, you can try the cage first and see what happens. If there is more than one chip issue circulating (often the case) or you are looking for some limited edition chip that might still be around, ask the dealer or Pit Boss for what it is you specifically want - sometimes you will get a grouchy person but often they will help you out. Try to hit them up when it's not super-busy (i.e., Friday or Saturday nights). For $2 or $3 chips, your best tactic is to try the poker room cashier. You probably will NOT score a drop chip. Consider: the fun is in the hunt.
And don't forget where you parked your vehicle in the Paris parking lot. It is time-consuming to find Security HQ (hidden behind the fake baguette shop) and then wait for the guy on his bicycle to find you and then ride from floor to floor looking for your vehicle, which eventually he WILL find.
