Their regulations prohibit significant changes to an auction after there are bids. They also prohibit offers from the owner to sell outside the auction format. They will ban a seller for repeated violations but live monitoring of millions of active auctions is not reasonable in an environment like ebay runs. I recommended cancelling the auction and reoffering the chips with proper picture and description and he did cancel it; didn't reoffer on ebay though.

I was also offered some of the chips after I pointed out some of the rules to the seller but ignored the offer.
