Yes, to rebuild Europe after WWII. Marshall was Secretary of State.
The thought was that, in contrast to WWI, where reparations and poverty led to another WW, if Europe was assisted in rebuilding and getting on their feet, they wouldn't have a need to go to war again. Plus, with Europe divided with some countries behind the Iron Curtain & Communism, we didn't want impoverished western countries falling to Communism. (Though they did lean pretty socialist anyway in many cases.)
As a side benefit, our manufacturing sector found new markets to sell to, as US industrial capacity converted to peacetime production.
