I have the same problem with bulk relisting. I've called eBay about the glitch, and they told me to be brave and hit the re-list button from the bulk listing page, and it will not charge you when they post if you have any slots left in your 20 free item alotments. Scary to do, but it did work for me. Why eBay has not bothered to fix this glitch, I'll never figure out...
