Stupid Question for the Silver Experts on TCB

Disclaimer: I know next to nothing about precious metals.

Right now, silver is valued at approximately $16 per ounce.

So then I see this very cool item I would love to add to my Horseshoe/Binion's collection:

It is a "1 oz .999 silver ingot bar". It is selling for $355.

Obviously, as a collector, I am well aware that collectibles can be much more expensive that their "intrinsic" value.

But is the intrinsic value of this bar only $16? Or is it much higher?

Is this item rare?

Any info would be appreciated. Thank you..
