The registration committee has always encouraged visitors to the convention to sit in on the various forums while waiting for the registration desk to open. To the best of my knowlege, except for the trade sessions, no one has ever monitored the educational forums or meeting rooms to see if someone had a badge or not. Not even at the annual meeting. They have always been open to the public.
