The IRS open comments period ended so now we are waiting for the outcome. The AGA (American Gaming Association) has sent a response, so have many congressmen and senators from areas that have casinos.

Other than being a big burden on casinos, most likely quadrupling the paperwork, slowing down payouts, which in turn reduce play which reduces taxes to states; the big brother portion comes out and the IRS is suggesting access to players card programs to also determine taxes. This is not done for other types of loyalty cards such as airlines, grocery stores, restaurants. The funny thing is that most people end up losing in a casino and can get their federal withholding back (which is optional by the way for slot wins), some states such as my state have mandatory withholding with a taxable jackpot.
