Now is the time to get ebay involved.
Send them all the information, and see if they will do anything for you.

A couple of years ago I bid and won a 1932 Nevada license plate.
It never arrived. The seller called me a scam artist.
To this day, I check to see if it's up for sale on a daily basis.
If it ever comes up for sale I'm going full bore after the seller.
