What about this scenario...

There is a casino
has a poker tournament every week and the winners (they pay top 6 players) receive their prize money in chips. There is no paperwork or receipts -- payment is made in high value chips and the player can cash them in at the cage. Again, no receipt or paper trail. Does that skirt the IRS reporting laws?
