Ellis Island isn't keen to have racks of the new $1 H&C CI chips walk out of the building.
If it costs them around $140 - $150 for each rack, and the chips walk out at $100, that's a $40-$50 loss on each rack ...
Plus the cost / hassle of reordering more.

I think it's one of the better looking $1 chips issued lately, and yes, they do make a profit on higher-value chips that walk, but I'll bet they notice the missing racks of brand new chips.
