That is not necessarily the case.

If I get approval for 5,000 chips of a design, and I make and supply all 5,000, and then the casino re-orders, I have to get it approved again.

However, if I had an order from a large casino, I might get approval for 100,000 chips but only initially supply 25,000. They can re-order up to the 100,000 before another approval is needed.
