When did you see they knocked it down? Its a National Historic Landmark and I didn't think they could. The WIKI (http://en.wikipedia.org/wiki/Lucy_the_Elephant) and the Lucy homepage (http://www.lucytheelephant.org/) don't mention it is down. My mom is from and my grandparents lived in Margate, so when I was growing up I was down there quite often. I remember seeing her in various stages of distress.
