It appears that the chip and cards are from the same place

Thomas Wilson ran a meat packing company in Chicago. He also is the founder of Wilson Sporting Goods

I wonder if the card and chips were for personal use or was there a club involved?

What completely stumps me is what the letters circling the big C stand for. Any ideas?
