You need to open a non-paying buyer report for two reasons: (1) to prompt the buyer or force the sale to be canceled; and to get your final value fees credited by eBay (or else you will pay their commission for the sale and the postage).
Only after the sale has been canceled should you make the second chance offer.
There are time limits on all of these. You are within the range, but I would not delay. A non-payer doesn't need more time to decide whether to pay.
