... and I'm sure many will disagree. However, if this happened on a U.S. coin, there would be NO debate as to whether it was an error or not. Coins are sometimes mistruck and when they are found they attract much attention by error collectors. Chip collectors for some reason like to discount these errors as "floor sweepings" ... and they might very will be. However, one could look up the definition of the word "error" and make up your own mind whether this fits the category or not.
"Floor sweepings" that wind up on the U.S. Mint's floor are very valuable. My vote on your chip is definitely "ERROR".
