Looks like a Burt Co chip to me, not Paulson.
The culprit is red dye, which is the least fast of any colors.
I guarantee if you wait long enough any plastic will be affected.

Now, a point of correction for the nth time.
PVC is a solid brittle plastic. On its own it is entirely safe.
Chemical softeners are added to make it pliable. Those chemicals react with red dye to cause bleeding.

You do NOT want to be storing chips long term in NON-PVC flips. You should be storing them in PVC ones though.
