If Howdy Herz doesn't list a design as used at Harvey's I don't think it should be cataloged as Harvey's. He did an early Nevada Chips reference and did lots of auction catalogs where he pictured and discussed what was used at Uncle Harvey's casino.
The question of the pilot wheel design comes up once or twice a year on this bb. In my opinion, the correct one is listed in TCR and the other is a generic (which could have been used at Harvey's, but who knows for sure?). As was pointed out on this bb a week or two ago, Gaming only required a casino have approved roulette chips after some date in the 1970's. Before that, anybody could use any available chip, as I understand it.
I haven't specifically researched the designs you ask about, but I do have all 30 or so auction catalogs and Howdy's first Nevada chip book. If I get a chance, I'll try to do so, but no guarantees .
