I think still get discounts on pricier mail types

Even though we lost the discounts on light first class parcels, I think we still get discounts on Priority Mail and other pricier post office classes of mail. Look at the two charts below and the arrows. From good old Price List Notice 123:

"Commercial Base Pricing" means online generated postage (maybe not Click n Ship, but other types like PayPal I assume).
"Retail" is clerk at post office.
