I took a two-week trip to east Canada and the N.E. USA, and intentionally took her to the casino in Montreal, where drinking and gambling are allowed at age 18. It was a test, and she passed (no drinking, and she wanted to quit while she still had $20 of her original $40 in her pocket).

That said, I wouldn't trust all kids. But the right ones can exercise will power.
